عوامل گرانی شناسایی شد

شاگر اول تولیدات صنعتی در کشور نفت و پترو شیمی و گاز هستند. لذا گرانی ها هم از این جا آغاز می شود. با تجدید نظر در سیاست های مالی و اداری این وزارت میتوان با گرانی مبارزه و آن را ریشه کن کرد. درواقع عامل اصلی گرانی مسئولان وزارت نفت یا بدنه وزارت خانه هستند. زیرا که درآمد و خزانه کل کشور دست آنها است و آنها با هزینه تراشی همه در آمد ها را برای خود برمی دارند بطوریکه تا کنون یک دلار هم به خزانه واریز نشده است. البته جدیدا صحبت هایی شده که به خزانه واریز شود ولی همه آنها صوری است. مثلا وزیر نفت اعلام می کند همه درآمد ها به خزانه واریز شده! اما فقط روی کاغذ چرا که دلاری در کار نیست. سالانه بیش از 120میلیارد دلار پول نفت در همان خارج تبدیل به پروژه یا کالاهای سرمایه ای و وواسطه و یا کالاهای اساسی شده پودر می شود. یا همانجا باج سبیل می دهند تا از برجام حمایت کنند. زیرا تحریم های انگلیس بعد از ملی شدن نفت و تحریم های امریکا بعد از انقلاب اسلامی راه هر گونه انتقال دلار به ایران را مسدود کرده اند. یعنی با اینکه هزینه استخراج نفت 4درصد درآمد آن اعلام شده ولی به بهانه پروژه های جدید هم که شده همه را بالا می کشند. اهمیت موضوع وقتی روشن می شود که بدانیم اصلا سازمان برنامه و بودجه و صندوق ارزی و صندوق توسعه ملی و غیره همه برای این بوجود آمد تا سهم دیگر بخش ها را از در آمد نفت تعیین کند. در حالیکه همه درآمد ها اکنون فقط در اختیار وزارت نفت است زیرا پیش خور می کند. و لذا یک دلار هم به معنی واقعی به بخش های دیگر داده نمی شود زیرا خزانه ای وجود ندارد. حتی وزارت نفت طلب کار هم هست و در آمد های ارزی بخش های دیگر را هم می بلعد یعنی به بهانه پتروشیمی ، در خواست میلیارد ها دلار سرمایه از محل در امد های غیرنفتی کرده و همیشه می گوید برای توسعه پتروشیمی و ارزش افزوده ان به چند برابر بودجه ارزی نفتی و غیر نفتی احتیاج دارد. و جالب این است که همه اینها را صرف پاداش و حقوق مدیران عامل و هیات های مدیره می کند. و لذا همیشه از پرداخت مالیات هم معاف است. از دیروز تا امروز بالاترین دستمزدها برای وزارت نفت بوده و همه بودجه و درآمد های ارزی نفتی و غیرنفتی هم در سبد پتروشیمی گذاشته شده تا پاداش و مزایای نجومی آنها پرداخت شود. مانده سود پتروشیمی ها هم همیشه منفی است. زیرا با سپر پروژه های جدید مانع می شوند. و پس از آن نیز با اینکه به دولت و وزارت دارایی اعلام می کنند زیان داده اند! برای هیات مدیره ها پاداش های نجومی برای سود آوری پرداخت می کنند. دستمزد های کلان و دریافتی های نجومی هیات مدیره ها و مدیران مالی و اداری صنعت نفت و گاز و پتروشیمی چنان بالا است که حتی درآمد های ارزی نفت و گاز و پتروشیمی و غیرنفتی هم کفاف نمی دهد و از منابع ریالی نیز بخش اعظمی به وزارت نفت و صنایع پایین دستی و بالا دستی ان پرداخت می شود. لذا هیچ پولی در خزانه باقی نمی ماند. و اگر بهداشت یا تغذیه هم سهمی ببرد بصورت تنخواه است که باید پس بدهد. مثلا از 150میلیارد دلار صندوق توسعه ملی که صد میلیارد دلار به بخش کرونا و گندم و یارانه دادند، عضنفری میر غضب را بالای سر ان گذاشته اند تا دلار آخر را پس بگیرد و به پروژه های نفت و گاز بدهد. البته اغلب اینها هم روی کاغذ هست. یعنی دلاری جابجا نمی شود. زیرا وزارت نفت و صنایع وابسته آن را روی هوا زده و در ان سوی مرزها هزینه کرده اند. اغلب این هزینه ها هم صرف خرید ویلا و امکانات رفاهی برای وزارت خانه و افراد و مدیران عالی می شود. اینجا است که سهم مردم و دیگر ارگانها صفر می شود. مثلا آموزش و پرورش که بزرگترین وزارت خانه هست سهم ارزی ندارد! یا به وزارت ارشاد می گویند تو سهمیه ارزی را برای چه می خواهی! و یا برای نان و غیره هم می گویند باید تولید داخلی باشد و نیازی به ارز نیست.

While all the revenues are now only in the hands of the Ministry of Oil because it is used in advance. And therefore, not a single dollar is given to other departments in the real sense because there is no treasury. Even the Ministry of Petroleum is demanding work and devours the foreign exchange earnings of other sectors, that is, under the pretext of petrochemicals, it has requested billions of dollars of capital from non-oil revenues and always says that for the development of petrochemicals and its added value, several It needs oil and non-oil foreign exchange budget. And the interesting thing is that he spends all this on the remuneration and salaries of CEOs and boards of directors. And therefore, it is always exempt from paying taxes. From yesterday to today, the highest salaries are for the Ministry of Oil, and all the budgets and foreign currency incomes of oil and non-oil have been put in the petrochemical basket to pay their astronomical bonuses and benefits. The profit balance of petrochemicals is always negative. Because they block new projects with shields. And even after that, even though they announced to the government and the Ministry of Finance, they made a loss! Boards of directors are paid astronomical bonuses for profitability. The huge salaries and astronomical receipts of the board of directors and financial and administrative managers of the oil, gas and petrochemical industry are so high that even the oil, gas, petrochemical and non-oil foreign exchange earnings are not enough, and a large part of the Riyal resources goes to the Ministry of Petroleum. And downstream and upstream industries are paid. Therefore, no money remains in the treasury. And if health or nutrition also takes a share, it is in the form of compensation, which must be returned. This is where the contribution of people and other organizations becomes zero. For example, Education, which is the largest Ministry of Home Affairs, does not have a foreign exchange share! Or they say to the Ministry of Guidance, why do you want the foreign exchange quota? Or for bread etc. they say it should be domestic production and there is no need for currency.
