همه حقوق مساوی داشته اند

قانون اساسی در هر کشوری بسیار مهم است. موجب نظم و انسجام آن جامعه شده، و باعث قانونمندی در رفتار اجتماعی و فردی انسان میگردد. از جمله قانون اساسی جمهوری اسلامی ایران، که با وجود گذشت 40سال از تصویب آن، فقط یکبار بازنگری شده است. البته قانون اساسی ایران، محصول نهایی تمام قوانین اساسی موجود در جهان بوده! زیرا هریک از افراد دریکی از این قانون ها، تبحر داشته نظرات خود را اعمال کرده است. گفته میشود بیشترین تاثیر را، از قانون اساسی فرانسه دارد. ولی قانون اساسی امریکا، یا دیگر کشورها هم دور از ذهن نبوده. اگر این آخرین قانون اساسی باشد، اولین قانون اساسی برای کدام کشوراست؟ شاید قویترین حدس به منشور حقوق بشر سازمان ملل، یا قانون اساسی کشور فرانسه باشد، که خوشبختانه در هردو آنها، جای پای ایران و تمدن بزرگ ایرانی، بعنوان منشا تدوین آنها وجود دارد. برای تدوین حقوق بشر، از کتیبه داریوش و منشور کورش بزرگ، نام برده می شود. که به همین مناسبت سالها این کتیبه، در اختیار موزه های امریکا بوده، و اخیرا یکی از انها به ایران مسترد شده است. علاوه بر ان در منشور حقوق بشر، از شعر سعدی برای نشان دادن برابری همه انسانها، استفاده شده و این شعر، زینت بخش سازمان ملل می باشد. دکتر سیاسی و دیگران از ایران، در تدوین آن نقش داشته اند. اگر قانون اساسی فرانسه را هم در نظر بگیریم، از روح القوانین منتسکیو بهره برده است. انقلاب فرانسه را براساس آن ارزیابی می کنند. و این کتاب براساس تخقیقات منتسکیو، در منابع ایرانی و اسلامی تهیه گردیده است. دو ایرانی نامه هایی که به منتسکیو می نویسند، او را با حقوق اساسی و مبارزه با برده داری آشنامی کنند. زیرا در ایران هیچگاه برده داری نبوده، و از سنگ نوشته ها و نقاشی های دیواره ای: مانده از زمان هخامنشیان برمی آید که: همه حقوق مساوی داشته اند. البته این را مدیون قانون حمورابی می دانند! اما قانون همورابی یا در واقع همه رابی، یک قانونی در باره برابری انسانها است، که در منطقه لرستان ایران ثبت شد. و به زبان لری بوده، ولی اشتباها با تغییر ه فارسی به ح عربی، خواسته اند از اصالت آن بکاهند.(حمورابی – همه را بی) مانند اینکه اهواز فارسی را، الاحواز یا آبادان فارسی را عبادان می نوشتند. اما موضوع جالب تر می شود اگر بدانیم با تغییر نوشتار یا لهجه گفتاری، نمی توان آن را مصادره کرد! مانند کلمه برادر که در انگلیسی و فارسی، یکی است ولی با کمی تغییر در نوشتار و لهجه، خواسته اند آن را مصادره کنند! از این نوع کلمات بسیار است. به همین دلیل اولین قانون اساسی، برای فرانسه یا آمریکا، حتی برای چین هم نیست! زیرا مائو دانشنامه خود را، در مورد حقوق اسلامی تالیف کرده، و به آن کاملا آشنا بوده است. قانون همه را بی یا منشور: حقوق داریوش یا کتیبه معروف به کورش هم، اولین قانون اساسی نیست. زیرا همه آنها برداشت از قانون الهی زمان خودشان بوده است. تورات حضرت موسی یا زبور حضرت داوود، انجیل مسیح قانون های اساسی  زمان خود بودند! اما مانند میکل آنژ که گفته بود: من نمی توانم مثل ایرانی ها، با آن ظرافت کلیساها را رنگ آمیز و نقاشی کنم، ناچار با اقتباس برخی از انها، به بک جمعبندی رسیده و: خود را مبتکر آن معرفی کرده. اگر بحث تکاملی هم در بین باشد، قران کریم به عنوان دستور جامع زندگی: فردی و اجتماعی در اولویت است. اما دشمنان بخشی از ان را انتخاب کرده، بنام خود منتشر می کنند! کسانی که گفتار خود را بنام خدا منتشر می کنند، یا گفتار خدا را بنام خودشان. تورات و انجیل مجموعه ای است از: گفتار افراد(اسرائیلیلات) بنام خدا، در حالیکه قران دست نخورده باقی مانده است.

پارادایم شایسته سالاری

سالها است که همه دانشمندان علوم اداری و مدیریت، صحبت از شایسته سالاری می کنند. ارزیابی ها و روند آموزش ها، همه می کوشند تا شایسته ها انتخاب و منصوب شوند. ولی در هیچ کجای جهان این کار اتفاق نیافتاده است. زیرا نظام شایسته سالاری، از سوی هر کسی به گونه ای تعریف و اجرا شده! مثلا در وزارت نفت اگر کسی 55سال کمتر داشته باشد، مدیرکل و یا وزیر و معاون وزیر نمی تواند باشد! با توجه به اینکه اولین و بزرگترین: شرکت آنگلیسی آمریکایی می باشد، و همه الگوهای آنها را قبل از خودشان، در ایران اجرا می کند، میتوان حدس زد شایسته سالاری، از نظر آنان یعنی اینکه کسی پایه کارمندی، یا رتبه اداری او به میزان بالایی رسیده باشد. در حالیکه به قول یکی از اساتید در: همایش مدیران اینده: چهل سالگی اوج تجربه و قدرت انسان است، و پیامبر ما در سن چهل سالگی مبعوث شد! اگر همه دنیا هم جمع شوند، نمی توانند این قانون را در وزارت نفت یا: در وزارت کشور و آموزش و پرورش تعویض کنند! زیرا امروزه دنیا به این نتیجه رسیده که: باید از نیروهای جوان استفاده کرد. و معلوم نیست دنیای وزارت نفت کجاست؟ و از چه کسی دستور می گیرد. و این پارادایم شایسته سالاری کی حل خواهد شد. واحد های عریض و طویل ارزیابی، راه خود را می روند و واحد های: انتصابات و گزینش کارکنان و مدیران هم، راه خود را! و مانند دو خط موازی، هرگز به همدیگر نمی رسند! و همدیگر را قطع نمی کنند. در حالیکه به هر استنادی، باید این دو یکی شوند. اگر در اسلام مطالعه کنیم می بینیم: جوان 25 ساله رهبر امت اسلامی می شود! 28ساله هم داریم که: امام معصوم شده است. و امام خمینی هم فرمود: رهبر ما آن طفل 13ساله است! پیامبر اسلام هم در جنگ تبوک، فرمانده بسیار جوانی را بجای خود، منصوب نمود. در ادیان دیگر از این هم بهتر است! عیسی مسیح در قنداقه، به رهبری جهان منصوب شد!(انی عبدالله آتانی الکتاب و جعلنی نبیا) بنابر این در مذهب و ادیان الهی، در رهبری و مدیریت جهان، سن و سال مطرح نیست. بلکه شایستگی مطرح است. معصومیت و تقوا مهمترین آن است. زیرا رهبر با نفوذ خود، می تواند همه چیز را به نفع خود مصادره کرده، و مردم را بی بهره کند:( مانند رهبران طاغوتی) لذا شایسته ترین رهبران، کسانی هستند که برای خود چیزی نخواهند!(ما سئلتکم من اجر..). عنصر بعدی داشتن کتاب است. یعنی ارائه قانون و پایبندی به آن.عنصر سوم، منصوب شدن از سوی خداوند بلا واسطه یا با واسطه. یعنی رهبر جهانی نباید حودخوانده باشد. زیرا زمینه سوء استفاده فراهم می شود: هرکس مدعی رهبری می شود. برای جلوگیری از این هرج و مرج، هر پیامبر باید معجزه ای داشته باشد، تا ارتباط او را با خدا ثابت کند. البته این حالت در سلسله مراتب هم، باید رعایت شود: یعنی افراد بعد از پیامبر باید توسط: پیامبران و به همین ترتیب علما، باید توسط امامان تایید شوند. لذا پارادایم شایسته سالاری، در اینجا حل می شود. بطور مثال کنکور در ایران، رتبه علمی افراد را مشخص می کند. ولی انتخاب رشته نمی تواند پاسخگو باشد. و انها را جذب کند(بخاطر کمبود ظرفیت و یا زیاد بودن متقاضی). لذا آنهاییکه احساس می کنند که  شایستگی شان، مورد توجه قرار نگرفته مهاجرت می کنند. بجایی می روند که به شایستگی آنها احتیاج باشد. در همه سازمان ها و کشورها هم، این قانون وجود دارد. این سیالیت شایسته ها، راه حل پارادایم شایسته سالاری شده است. این موضوع در ادیان الهی هم تایید شده. یعنی فرار مغزها، در واقع مهاجرت اندیشه ها و: شایستگی ها به جایگاه واقعی خودشان است. زیرا از نظر خداوند مرز زمینی وجود ندارد.

Because the influential leader can confiscate everything in his favor and deprive the people of: (like the pagan leaders), therefore, the most worthy leaders are those who will not have anything for themselves. (.). The next element is the book. Namely,: the provision of law and adherence to it. Third:, the appointment of God without mediation or mediation. That is, the global leader should not be disappointed. Because the field of abuse is provided: everyone who claims to be a leader. In order to prevent this chaos, every Prophet should have a miracle to prove his connection with God. Of course, this state must also be observed in the hierarchy: that is, after the Prophet, the people must be approved by the Imams by: the prophets and the like, by the ulama. So the meritocracy paradigm is solved here. For example, an examination in Iran determines the scientific rank of individuals. But the field selection cannot be answered. And absorb them (due to lack of capacity or large number of applicants). Therefore, those who feel that their merits are not taken into account will emigrate. They are going to be deserving of their merits. In all organizations and countries, this law exists. This fluidity of merits has been a worthwhile paradigm solution. تابلوی دارایی های ایران.( بجای تابلوی بدهیهای آمریکا)

هر موسسه یا یک اداره کوچک، داری پستی است به نام صاجب جمع اموال، که موظف است تا از دارایی های قیزیکی مواظبت کند. صورت و لیست اموال را تهیه کند. اما معلوم نیست که چرا کشورها چنین کسی را ندارند؟ یا چرا کل جهان چنین موضوعی را جدی نمی گیرد؟ ایران دارای مساحتی بیش از 1648000کیلومترمربع است، اگر هر مترمربع زمین 10میلیون تومان باشد، 1648در ده بتوان 25 ریال، قیمت زمین ایران می شود. اگر ایران 157تریلیون بشکه نفت ذخایر داشته باشد، و هربشکه صد دلار قیمت داشته باشد1576در ده بتوان ده دلار، یا 1576در ده بتوان 15ریال نفت دارد. برای حسابداری آن، باید دفتر روزنامه یا دفتر کل، با حداقل 30ستون داشته باشیم! ذخائر گاز ایران که دومین کشورجهان، و بیش از 17درصد آن هست، وامثال آن چه مبلغی می شود؟ البته دارایی ها را میتوان به انواع مختلفی تقسیم کرد: مانند داراییهای ثابت و جاری، مشهود و نامشهود ، منقول و غیرمنقول، نقدی و ملکی. ولی برای حسابداری بزرگ ملی یا جهانی، باید انواع دیگری هم به آن اضافه کرد. مانند داراییهای فیزیکی و معنوی. داراییهای بزرگ و بزرگتر! داراییهای تاریخی و احتمالی ، دارایی های حقیقی و اعتباری. یکی از انها که مورد بحث است: داراییهای (گیگا آست) یا دارایی های مافوق گران. اگر دارایی هایی، بالای یک میلیارد دلار ارزش داشته باشد، به آن (مگا آست) می گوییم ولی اگر بالاتر از تریلیون، یا فاقد انکان قیمت گذاری باشد، (گیگا آست) یا دارایی های مافوق گران می گوییم! مثلا تخت جمشید و پاسارگاد در شیراز، یا بارگاه ملکوتی امام رضا ع در مشهد، میتواند نمونه آن باشد. که قابل قیمت گذاری نیست، و یا اگر بتوان معادل سازی کرد، در حد دارایی های مافوق سنگین جهان محسوب می شود. روش حسابداری این نوع دارایی ها در حسابداری، انتخاب یک ریال برای انها است. یعنی فرض عدم قیمت گذاری، باعث می شود فقط وجود آنها ثبت شود، نه بهای انها. از این رو در جهان می گویند: عجایب هفتگانه! یا اهرام سه گانه، یا خانه خدا. ایران به لحاظ تاریخی، قدیمی ترین و بیشترین پایتخت های جهان را داشته است. هر پایتخت اثر ماندگاری برای طول تاریخ از خود بجای گذاشته است. که فقط ذکر نام آنها باعث افتخار است. هیچکس از قیمت آن سوال نمی کند، اما مهم است که آن را بدانیم و: در گوشه از ذهن خود یا در میان یاد داشتها، در کتابخانه و حافظه کامپیوتر ان را داشته باشیم. و به یک جمعبندی برسیم. البته جمع بندی در مود داراییهای زیر یک میلیارد دلار، راحت تر است. هر شرکت یا سازمان و موسسه، داراییهای خود را در ترازنامه ذکر می کند، با تلفیق یا تجمیع این داراییها، میتوان به کل داراییها دست یافت. شاید در مورد مگا آست ها، یا داراییهای گران هم بتوان: از همین روش استفاده کرد، ولی بهترین روش پیمایش یا آمایش است. چرا که بسیاری از این داراییها، در مالکیت موسسه ها یا سازمان ها نیستند. جزو اموال عمومی یا انفال می باشند. مانند جنگلها و کوهها و معادن و ذخائر زیر زمینی . لذا با تخمین مقادیر انها میتوان: با قیمت متوسط برای انها جایگاهی در نظر گرفت. اما در مورد فوق گران ها، حتما باید کاری دقیق و پژوهش های فراوان شود، و فهرست آنها نهایی شود.  تا برای غرور ملی، و یا جذب گردشگر، ایجاد توان مالی و تقویت ذخایر بانکی، و پشتوانه ملی مفید باشد. مثلا وقتی یک تکه سنگ از دیوار تخت جمشید، میلیون ها دلار حراج می شود. مجموعه آن تالارها و دیوارها را میتوان تخمین زد و نوشت. حسابداری هوشمند با متغییر های زیاد نوشت، سرجمع آنها را در تابلوی ملی اعلام کرد! تا هرلجطه از وجود آنها و تغییرات واقع شده، همه مردم مطلع شوند.

انقلاب اسلامی دارای اقتصاد مخصوص خود است، که زیربنای فکری آن در قران کریم، و احادیث ائمه می باشد که علمای امروز، ان را تفسیر و اجتهاد می کنند. مانند کتاب حکومت اسلامی امام خمینی و اقتصادنا محمد باقر صدر.  این امر بطور دائم ادامه دارد، و توانسته بزرگترین اقتصاد جهان را در خط مقاومت به وجود آورد. البته دشمنان ساکت ننشسته اند، ابتدا زیربنای آن را سست کرده، و در نهایت آن را ناکارآمد جلوه می دهند. و برای این کار حتی تمام قوانین تجارت آزاد! یا سوسیالیستی را هم زیر پا می گذارند، که تحریم ایران نمونه آن است. برای اینکه بدانید اگر ایران تحریم نباشد، چه اتفاقی می افتد کافی به سوریه امروز، نگاهی داشته باشیم. فقط چند روز از خروج بخش کمی از: نیروهای آمریکایی گذشته می بینیم بسرعت، همه کشورهای عربی برای بازسازی، و بستن قراردادهای تجاری، به سوریه هجوم آورده اند! سوریه شاید در ظاهر پولی نداشته باشد، ولی مقاومت در مقابل آمریکا، اغتبار اقتصاد مقاومتی را به آنان بخشیده، و با وجود کمی بودجه، پیشتاز همکاری های اقتصادی شده است. این درست مثل این است که: دو نفر به خواستگاری دختری می روند، یکی مسن است و پولذار و دیگری: جوان است و فقیر. طبیعی است دختر، جوان فقیر را انتخاب می کند. زیرا می گوید او جوان است و آینده دارد. دنیا هم بجای سرمایه گذاری در: بورس آمریکا یا بورسهای اروپا، ترجیح می دهد با انقلاب اسلامی ایران، و خط مقاومت همکاری تجاری داشته باشد. به همین جهت است که تصمیم ایران، تصمیم جهانی است. البته در این سو، اقتصاد دانان که مغز آنها از طرف آمریکا، شستشو داده شده این را نمی فهمند. بجای اینکه برای اقتصاد ایران، شخصیت مستقل و بالنده منظور نمایند، با الفبای اقتصاد آمریکایی، همه آن را رد می کند! مثلا ایران در عرض 40سال، همیشه گرانی و افزایش قیمت داشته. بجای اینکه آن را به عنوان یک حقیقت قبول کنند، دائما از ثبات قیمت ها صحبت می کنند! اولا ثبات قیمت ها در اقتصاد وجود ندارد! و الا قانون عرضه و تقاضا نقض می شود. معلوم نیست اینها به چه مذهبی هستند.  زیرا جمعیت در حال رشد است، ومنابع (مانند زمین)، ثابت و محدود است. طبیعی است در اثر تقاضای بیشتر، قیمت ها رشد می کند. در ثانی با رشد قیمت ها، کالاهای سرمایه ای جایگزین کالاهای مصرفی می شود. یعنی در اثر بالا رفتن قیمت طلا یا نفت، قیمت همه کالاها هم، افزایش پیدا می کنند. قدرت خرید اشخاص کاهش می یابد، و در نتیجه قدرت پس انداز یا سرمایه گذاری انان، بیشتر می شود. کسی که خانه یا ماشین دارد، ممکن است نتواند گوشت مصرفی را تهیه کند، ولی خانه او چند برابر قیمت پیدا کرده. لذا مصرف گوشت یا مواد غذایی دیگر کم می شود، بجای ان قیمت خانه بالا می رود. سودهای حاصل از افزایش قیمت، به کالاهای سرمایه ای منتقل می شود. در حالی که در اثر ثبات قیمت ها، بازار دچار رکود می شود: زیرا که تولید کننده، کالایی تولید نمی کند  که نتواند بیشتر بفروشد! و اگر هم بفروشد، همه معاملات باید با سود صفر، یا منفی انجام شود. اما به محض بالارفتن قیمت ها، چرخ تولید به کار می افتد، و اشتغال بالا می رود، و بازار رونق می یابد! از این رو بین اشتغال و تورم، رابطه مستقیم تعریف شده است. علاوه بر این در اقتصاد ایران (انقلاب اسلامی) نهاد های جدیدی فعال هستند، که دیده نمی شوند: صندوق ها خانوادگی به دلیل نداشتن بهره نقش بزرگی در: ،تامین مالی و تهیه سرمایه دارند، در حالیکه بانکها، نقش منفی در تولید بازی می کنند. یعنی بهره بالای آنها، باعث گران شدن هزینه تولید می شود. کارگاههای زیر زمینی و خانوادگی هم، عنصر فراموش شده هستند.

فرهنگ انقلابی برای مردم مختلف فرق می کند. البته مشترکاتی هم دارد. لذا برخی مسائل که ممکن است عمل انقلابی باشد، برای جامعه دیگری ناپسند به نظر برسد. مثلا تروریسم از دیدگاه های دیگران تفاوت دارد. زمانی انقلابی بود و مقدس به شمار می رفت. در کتاب اصول علمی مبارزه(علی میهندوست) آمده است: اگر ملتی نتواند با رژیم سرکوبگری، رو در رو مبارزه کند، میتواند به ترور فیزیکی عناصر موثر آن اقدام کند. حتی این عمل از ان نظر مهم بود که: برای انقلابیون کمترین هزینه را داشت، ولی هزینه های امنیتی زیادی به: رژیم سرکوبگر تحمیل می کرد. صهیونیست ها در ابتدای کار با همین روش مبارزه ومسلمانان را ترور می نمودند. حتی هرتصل و موشه دایان شخصا اینکار را انجام می دادند. بعد که روی کار آمدند، برای انقلابیون بعدی تروریسم را حرام اعلام کردند! این عمل دو جریان تبلیغاتی به نفع آنها داشت: اول اینکه به مردم القا می کرد که: خودشان هرگز تروریست نبوده اند! دوم اینکه میتوانست زمینه ترور های: تمیز تر و جدید تر را فراهم کند! در امریکا هم، تا موقعی که امریکا فدرت  جهانی نشده بود، ترور مالکولم ایکس ها را در پیش گرفته بود، ولی وقتی صاحب قدرت شد! ترور کندی را محکوم کرد. یکی از راههای درآمد برای اسرائیل و آمریکا و آل سعود، همین ترور بود! نه تنها آن را بد نمی دانستند، بلکه دستمزدهای کلان هم می دادند! بطوریکه طبقه جدیدی در جهان بوجود آمد که: شرکت های امنیتی نام گرفتند. برای مقابله با این شرکت ها( یا افرادی که آدم کش حرفه ای شده بودند) مردم آمریکا نیز راهی جز: مقابله به مثل ندارند. لذا هفت تیرکشی های غیر حرفه ای به راه افتاد، که قصد آنها نابود کردن آدم کش های حرفه ای بود. بیش از 90درصد هفت تیرکشی های فعلی آمریکا، به قصد انتقام از پلیس یا خبرچین های پلیس آمریکا است. البته تبلیغات آمریکا بیشر روی ده درصد است، و سعی دارند آن را یک جریان: انحراف روانی یا مصرف مواد مخدر نشان دهند. مانند قمه زنی در ایران و یا: زنجیر زنی در هند و امثال آن. کسانی که عزاداری برای امام حسین ع می کنند، همیشه مورد هجوم سازمان یافته: گروههای شیعه ستیز هستند. بطوریکه آنها می گویند: اگر 7نفر شیعه را بکشند به بهشت می روند. لذا قمه زنی یا زنجیرزنی خون آلود، اغلب در بین شیعیانی رواج دارد که: مورد هجوم هستند. آنها در واقع با قمه زنی (شمشیر کوتاه)، یا عزاداری های خشن، خود را برای رویارویی با دشمنان آماده می کنند. طبیعی است این روشها در ایران، که حکومت شیعی  دارد و: حمله سازمان یافته ای بر علیه شیعه وجود ندارد، تعدیل و یا گاهی حرام شمرده می شود. لذا باید این تفاوت های فرهنگی را پذیرفت، و مردم انقلابی را حمایت کرد. هرکس با هر وسیله و هر نوع رفتاری، با ظلم مبارزه کند انقلابی است، و نباید تکفیر و تقبیح شود. علمای اسلام نباید منتظر باشند که: مردم انقلابی امریکا و اروپا هم، مثل ملت ایران با سینه زنی آرام (مانند زینبه زنجان)، رفتار خود را بروز دهند. باید شیشه شکستن های فرانسویان، آتش زدن های مصری ها و اسرائیلی ها، سنگ اندازی یا تیرو کمان زدن های فلسطینی را، همان سینه زنی و عزاداری: برای امام حسین ع تلقی کنند. حتی هفت تیر کشی افرادی که: در امریکا و استرالیا و اروپا، که از ظلم پلیس به جان آمده اند، یک نوع عبادت است. چون استکبار چه از نوع اسرائیلی یا آمریکایی و آل سعود، فقط زبان اسلحه را می فهمند. همانطور که طرح سازش و زمین گذاشتن اسلحه، برای فلسطینی ها و حزب الله لبنان حرام است، برای حوثی های یمن و: مردم بحرین و همه انقلابیون جهان هم حرام است. بی دفاع کردن انقلابیون، خواست استکبار جهانی است.

براساس بیانات حضرت آیت الله نوری همدانی، جلیقه زرد های فرانسه گفته اند که: از انقلاب اسلامی الهام گرفته اند. این بیان بسیار ساده، مسئولیت سنگینی بر دوش علما می گذارد. مخصوصا علمای اعلام در ایران اسلامی. چرا که نشان می دهد: مردم دنیا به زبان و بیان روشنی، خواستار پیوستن به انقلاب اسلامی هستند، ولی کسی نیست آنها را راهنمایی کند! هرچند که راههای انتخاب شده هم، خوب و مورد تایید است ولی میتوانست: تحت زعامت علما بهتر و تاثیر گذار تر باشد. بی توجهی به خیزش جهانی، امری ناپسند و به اصطلاح فقهی، موجب ضمان است. زیرا مردم به صحنه آمده، باجان و دل سراغ تغییرات در:  رژیم های سفاک هستند، تنها راه نجات آنها هم تمسک به اسلام و تشیع است. ولی وقتی کسی نیست دست آنها را بگیرد، و به کمک آنها بشتابد، چه بسا دیر شده باشد! مانند نهضت 99درصدی آمریکا و یا بهار عربی، باعث خاموشی و گوشه نشینی و افسردگی آنها شود. علما بهتر از ما می دانند که: در دنیا دو جبهه بیشتر نیست: جبهه حق و جبهه باطل. طبیعی است کسانی که با جبهه باطل مبارزه می کنند، عطش دریافت حق و حقیقت را دارند، و اگر آنها را از سرچشمه حق و حقیقت، سیراب نکنند ممکن است به شوره زار و لجنزار پناه ببرند. نباید درک های متفاوت را طرد کنند. اگر مردم فرانسه جلیقه زرد می پوشند، یا در نوار غزه مردم سنگ پرتاب می کنند، و یا در آمریکا هفت تیر کشی می کنند! همه آنها نشانه به ستوه آمدن مردم، از نظام های فاسد جهانی است. ولی همه نمی توانند به یک راه یا روش، اعتراض خود را نشان دهند. زیرا این مسیر ها شناخته شده است، و دشمنان آن را مسدود کرده اند. اگر مردم فرانسه شبهای شنبه را انتخاب کرده اند، برای این است که نمی توانند مثل فلسطینی ها، نماز جمعه بپا دارند! بطور سمبلیک هفته ای بودن تجمع خود را، به ما بیان می کنند. مردم غزه اگر با سنگ و تیرکمان به: تظاهرات بازگشت می روند، برای این است که مانند مردم فرانسه، خانه و کاشانه آنها آرام و بی دغدغه نیست، و هرلحظه ممکن است دیوار خانه شان، با تانک اسرائیلی خراب شود و: جوانان را به اسارت ببرند. آیا این تفاوت ها برای علما قابل درک نیست؟ چه تفاوتی مبارزین قبل از انقلاب اسلامی، با مردم معترض آمریکایی و اروپایی دارند؟ اگر مسئولیت اجتماعی است، باید همان طور به این افراد هم کمک شود. کمک مالی به خانواده های: شهدای و زندانیان و مجروحین این حوادث، از اوجب واجبات است. تامین آب آشامیدنی تظاهرکنندگان: در مسیر راهپیمایی مانند: سقایی روز کربلا است. آیا مردم آمریکا هم، باید سینه بزنند، تا باور شود که انقلابی هستند؟ وسهم امام برای انها کنار بگذارند؟ بازار تهران بخوبی بیاد دارد که: در دوران حکومت ساواک، همه زندانیان سیاسی حمایت مالی می شدند. الان که بسیار راحت تر است. آیا علما فکر کرده اند: مردمی که از اسلام و انقلاب اسلامی، الگو گرفته و زندگی خود را برای ان فدا می کنند، از کجا باید زندگی مادی خود را اداره کنند؟ دخترانی که بخاطر حجاب، از مدارس رانده می شوند، درکجا باید تحصیل کنند؟ امروز دیگر دایره مجاهدان و مبارزان، به مدافعین حرم محدود نیست. بلکه مدافعین حق و خقیقت، در سراسر جهان دست خود را دراز کرده اند. آنها می خواهند بیعت کنند! ولی کسی نیست به آنها دست بدهد، و بیعت آنها را بپذیرد. آیا علما هم فریب دیپلمات های نیویورک نشین را خورده اند؟ فکر می کنند کمک به تازه بیدار شدگان جهان، کاری است غیر دیپلماتیک؟ و در عرف دیپلماسی التماسی نمی گنجد؟ آیا در دریای نظریات هضم شده اند؟ چرا نباید به داد مردم رسید؟ فقط کمک مالی نیست، آنها را کافر ندانید! بس است.

بسیاری از مشکلات موجود کشور ناشی از: عدم قبول مزیت های نسبی خوب ایران است. وجود نیروهای متخصص و مخترع، بقدری زیاد است که کشور اشباع شده! و قادر به جذب آنها نیست، درست مثل نفت که هر روز منابع و معادن جدیدی کشف می شود، و ایران به تنهایی قادر نیست همه آنها را، استخراج یا مصرف نماید. لذا باید کلمه فرار مغزها به عنوان صدور: مدیران و مهندسان و نیروی کار متخصص استفاده شود. وقتی مازاد نفت خود را می فروشد، باید مازاد نیروی انسانی خود را هم، به بازار های جهانی عرضه کند. در عرضه نیروهای کارآمد، باید این را بپذیریم که مردم ایران، با سابقه مدیریتی جهان در طول تاریخ، دارای تخصص های ویژه مدیریتی هستند. یعنی ممکن است کارگر خوبی نباشند! در تولید و در کارگاه نقش فعالی نداشته باشند، ولی در جاه طلبی و اداره جمعیت های بزرگ، کاملا متبحر هستند. اگر به زبان خودمان بگوییم: اکثرا ریاست طلب و پشت میز نشین هستند! و این در علم مدیریت از اصول ذاتی مدیران است. منتها در ایران به دلیل واگیری و همه گیر بودن آن، قابل تشخیص نیست. لذا اگر مزیت نسبی منابع انسانی را، در جهان تقسیم بندی کنیم: نوک قله آن یعنی دهک های بالای هرم، به ایرانی ها می رسد. متاسفانه این تقسیم بندی وقتی در یک کتاب خارجی باشد، برای ما قابل قبول تر است. مثلا اگر در کتاب اصول مدیریت بخوانیم که: در شرایط مساوی متقاضیان شغل مدیریت، آنکه جاه طلبی و بلند پروازی بیشتری داشته باشد، در اولویت است! اصلا تعجب نمی کنیم ولی اگر: یک ایرانی آن را بنویسد می گویند: ریاست طلب و خودخواه و خودپسند است. البته آموزه های دینی در این خصوص، نقش موثری  دارند ولی برداشتها، باید اصلاح شود. مثلا حضرت علی ع می فرماید: کسی که ریاست طلبی کند، هلاک می شود. یا اینکه برخی ها معتقدند: منظور ایشان عمر ابن ابی الخطاب بوده است، که همه حرفها را قبول می کرد، باهمه کنار می آمد، اما به شرط آنکه خودش در ریاست باقی بماند. یعنی فقط حس ریاست طلبی بوده، که او را برعلیه خط امامت و ولایت قرار داده بود. تقریبا همه دشمنان ائمه از این خصلت برخوردار بودند. زیرا همه آنها به برتری علمی و شخصیتی و: جایگاه پیامبران و ائمه اعتراف می کردند، ولی حاضر نبودند جایگاه خود را به آنان بدهند. معروف است که عمر می گفت:( لولا علی لهلک العمر)! یعنی اگر علی ع نبود(و در راهنمایی از علم مدیریتی خود استفاده نمی کرد) عمر هلاک شده بود. حتی رهبر بزرگترین گروه های مذهبی غیر شیعه، همگی شاگردان امام جعفر صادق بودند. بطوریکه ابوحنیفه رهبر حنفی ها می گوید:( لولا سنتان لهلک) اگر دوسال آموزش امام جعفر صادق نبود، من هلاک می شدم. شاید بتوان گفت غریزه مدیریت، یا جاه طلبی و ریاست طلبی در همه وجود دارد، ولی با درجات متفاوت بروز می کند. از نظر اسلام هم مردود نیست، زیرا مانند غریزه جنسی یا حب نفس، برای ادامه حیات لازم است. حتی امام علی ع می فرماید: اگر دو نفر هم باشید، سعی کنید یکی تان رهبر و پیشوا شود. بنا براین میتوان گفت: اگر از این غریزه درست استفاده شود، کاملا مورد تایید اسلام است. قبول ولایت الهی نبوت و امامت، جنبه درست این غریزه است. و ولایت شیطانی و مدیریت ظالمانه، از انواع منفی آن می باشد. به نظر می رسد اگر مسئولین هم نخواهند: این موضوع را قبول کنند، جریان مدیریت مثبت ایرانیان، در حال فراگیری جهان است. اگر همان فرار مغز ها را منظور کنیم: ایران بالاترین مغزهای فراری را دارد، ولی کیفیت آن کاملا متفاوت است: بطوریکه هرکدام از ایرانی ها، مرکز ثقل مدیریتی کشورهای میزبان خود هستند.

در حالیکه مسدولین لیبرال دمکرات ما، برای دیپلماسی التماسی و دکترین گدایی نقشه می کشند! قدرت مردم ما، مرزها را پشت سر گذاشته و: به جهانی سازی رسیده است. وزیر خارجه ایران چقدر به الجبیر احترام می گداشت،(و درواقع از او می ترسید و به او التماس می کرد) اما دریک شب، او را مانند دستمال توالت دور انداختند! هنوز وزیر خارجه ایران باور نمی کند، و از این حرکت در بهت و حیرت است. آمریکا اولین گروه سربازان خود را از سوریه خارج کرد، ولی وزیر خارجه ایران هنوز: ناباورانه منتظر بازگشت آنها است؟ ترامپ دولت آمریکا را تعطیل کرده، حقوق حداقل هشتصد هزار کارمند را نمی پردازد، ولی لیبرال های ایرانی می گویند: ترامپ می خواهد مظلوم نمایی کند! حرف ترامپ حتی در رئیس جمهور مکزیک اثر نداشت! ولی اینها فکر می کنند: که یک تاکتیک است. جلیقه زرد ها در فرانسه و اروپا قیام کرده اند، همگرایی آنها حتی به سرزمین های اشغالی فلسطین هم رسیده، ولی آقایان حاضر نیستند یک بیانیه، در حمایت آنها بدهند. فکر می کنند هرچه مکرون بیشتر قتل و کشتار راه اندازد، باز هم نشانه دموکراسی است. رهبر جلیقه زردها می گوید که: ما از انقلاب اسلامی ایران الهام گرفته ایم، ولی اینها نمی شنوند، یا خود را به نشنیدن می زنند. این ها نشان می دهد یقه سفید ها هنوز هم، نوکر بی جیره غرب زدگی هستند. اما مردم آنها را جا می گذارند. روز نهم دی ماه 1388 نمونه این حرکت ها است. در حالی که مسئولین در رودربایستی، و فامیل بازی سعی داشتند فتنه گران را نجات دهند، مردم با حضور خود به آنها گفتند: اگر شماهم با آنها باشید، باید بروید! فتنه گران دولت را حیات خلوت خود کرده بودند، هنوز هم کسانی هستند که: زیر شعار آزادی از حصر، می خواهند که بستگانشان آزاد شوند. سران فتنه باید اعدام می شدند، اما به دلیل فامیل بازی و به اصطلاح تساهل و تسامح، فقط از مصاحبه منع شدند. زیرا اگر این کار که کف خواسته های مردم بود، منظور نمی شد، شاید مردم آنها را با دستان خودشان، اعدام انقلابی می کردند! الان جلیقه زرد ها هر بار، یکی از حیاط خلوت های مکرون را اشاره می کنند! حتی به استراختگاه او رفتند. ملت ایران هم نمی گذارد که: شعار نه غزه نه لبنان! به شکل دیگری از زبان: دولتی ها خارج شود! وقتی ظریف حرف امام خمینی را تحریف می کند، و می گوید او هرگز نخواسته اسرائیل نابود شود! یا اینکه اصلا گوشش بدهکار نبوده، و این حرفها را نشنیده، یا واقعا به ریشه انقلاب می زند. ولی آنها فقط در دایره دوستانشان قهرمان هستند. واگر انگیزه باطنی آنها رو شود، خواهند دید که جرات حضور در بین: طرفداران خود راهم نخواهند یافت. زیرا معلوم می شود با فریب مردم، روی کار آمده اند. روزی که گفتند اگر برجام امضا شود، همه مشکلات حل می شود! و فردای آن روز همه تحریم هابرداشته خواهد شد. حالا تمام قد می گویند اصلا برجام، برای مسائل اقتصادی نبوده! اگر خودشان حافظه شان کم شده، ولی ملت حافظه قوی دارد. اکنون هم تا دیر نشده باید این مدیریت جهانی را به دست بگیرند، همه انقلابیون دنیا را حمایت کنند. لازم نیست پول بدهند، فقط کافی است سکوت نکنند. سکوت آنها کمک به ظالم است. وقتی عربستان در یمن کشتار می کند، حمایت از آل سعود و همسایه دانستن آن ،یعنی حمایت از کشتار مردم یمن. وقتی در فرانسه یا آمریکا انقلابیون، کشته شده یا شکنجه می بینند، دموکراتیک خواند حکومت های اروپایی و آمریکایی، یا سکوت در مقابل جنایات آنها، یا بهت زدگی در مقابل عقب نشینی آنها، یک خیانت محسوب می شود. مطمئن باشند القاب پرطمطراق خود نوشته، کمکی به آنها نخواهد کرد. و مردم آنها را رد خواهند کرد.

ایجاد حمل و نقل کابلی، درآمد زا هم خواهد شد

بنده نیم ساعت زودتر، سوار همان اتوبوسی بودم که چپ کرد! دانشگاه علوم و تحقیقات، در بالای تپه های فرحزاد و مشرف بر پونک و حصارک، در شمال غربی تهران می باشد. مساخت زمین آن بسیار زیاد است، ولی همه آن تپه ماهور می باشد که: در هر دره آن دانشکده ای بنا شده! و در ارتفاعات آن هم فضای سبز، و خیابان کشی شده است. با اینکه سالها از کنار آن رد می شدم، ولی آن روز خواستم از درون، آن را تماشا کنم بخصوص که یکی از دوستان، گفته بود همایش محیط زیستی هم در آنجا هست. بی آرتی از میدان آزادی، سربالایی های زیادی را طی می کند، تا به این دانشگاه برسد! روی تابلوی آن هم نوشته: میدان ازادی - دانشگاه غلوم و تحقیقات. به نوبه خود، به تمام کسانی که اینهمه راه های ناهموار را طی می کنند، تا به دانشکده خود برسند، و آنهمه هزینه های ریالی شهریه، کتاب و سفر را بر خود هموار می کنند، غبطه می خورم. واقعا اینهمه شوق برای دستیابی به علم، و شرکت در کلاس ها در هیچ کجای دنیا نیست. جوانان پر شور وشر که میتوانند: دنیا را به هم بریزند، ساعت ها در یک اتاق می نشینند، و به درس استاد گوش می دهند! جزوه های سخت را از رو می خوانند، یا آن را رونویسی می کنند و: به حافظه می سپارند. اگر دانشگاه تهران بود، و آنهمه کمک هزینه تحصیلی! و وام های دانشجویی شاید می توان گفت: انگیزه چیزی غیر از درس خواند و دانستن است، ولی این راه دور و این همه هزینه، واقعا فقط شوق و ذوق درس خواندن را می طلبد. هرچند آنها خودشان هم نمی دانند که: با این کوشش ها بر بال فرشته ها سوارند و: در دنیای ماورا  سفر میکند. چرا که هر جوینده علم از نظر اسلام، بالاتر از فرشتگان است! امام صادق می فرماید: نباید بین شما کسی غیر از دانشجو و استاد باشد! یا باید چیزی یاد بگیرید، و یا یاد بدهید.(معلم او متعلم) لذا به نظرم دانشجویانی که: در این راه از دست می روند، باید شهید محسوب شوند. شهید راه دانش، زیرا از نظر اسلام دانش تنها چیزی است که: میراث ماندگار است و هرگز: به پایان نمی رسد و تمام نمی شود. مخصوصا در این دانشگاه! که بنده از نزدیک مشاهده کردم: از درب دانشگاه که وارد شوید، محوطه بسیار بزرگی روبروی شما است، اگر وسیله نقلیه داشته باشید، و راه برای ما مجاز باشد، راحت هستید ولی استاد و دانشجو که، همه ماشین ندارند. لذا دانشگاه تصمیم گرفته، چند اتوبوس بگذارد که هر پانزده دقیقه، کل دانشگاه را دور بزنند! دانشجو را به دانشکده اش برسانند، یا برگردانند. جاده اتوبوس هم مانند جاده های شمال، و هزارچم هست که اگر از روش: کابلی استفاده شود، شاید فاصله ها تا یک چهارم هم کاهش یابد! اما معلوم نیست چرا این روش کنار گذاشته شد، و روش اتوبوسی! آن هم اتوبوس های فاقد معاینه فنی استفاده شده. پیشنهاد می شود درب این دانشگاه را، به روی گردشگران باز کنند. آن وقت ایجاد حمل و نقل کابلی، درآمد زا هم خواهد شد. دیگر مجبور نخواهند شد: اینگونه ریسک کنند و بخاطر: هزینه جان دانشجویان به خطر بیافتد. از آن سو،  مردم عادی هم توفیق حضور در دانشگاه پیدا کرده، و از نزدیک با دانشجویان آشنا خواهند شد! در کشور دانش دوستی مانند ایران، حیف است که دانشگاه ها در بسته باشند.  فقط کسانی حق ورود داشته باشند، که کارت آنجا را دارند. باید قبل از اینکه تبدیل به موزه شود، برای بازدید عموم آزاد شود! موزه ها گرچه محترم هستند، ولی راجع به عناصر مرده حرف می زنند! در حالیکه آنها در زمان زنده بودن، غیر از این حالت را داشته اند. مانند جراحی مجسمه های انسانی! آنها اگر هم اشتباه جراحی شوند، چیزی نمی شود! ولی آدم زنده برای: یک سوزن اضافی هم شکایت می کند.

So the university decided to take a few buses to go around the entire university every fifteen minutes! Bring the student to his college, or return it. دکتر رودکتر روحانی گفت که دولت هم گرانفروش است.  ولی راه حل آن را نگفت. به نظر می رسد راه حل بسیار ساده است، ولی نیاز به عزم راسخ و تصمیمی محکم دارد. ما در روایات اسلامی داریم که: هیچکس حق ندارد سربار دیگری باشد. پیامبر اسلام هرگاه به سفر می رفت، یا با دوستان بود همیشه کارهای خود را انجام می داد، و از کسی نمی خواست کارش را انجام دهد. بلکه حتی به آنان کمک هم می کرد. سربار(و هوکل علی مولاه) در اینجا به معنی هزینه های خود را، به دیگران تحمیل کردن است. یکی از دلایل گران بودن دولت این است که: افرادی با نفوذ در آن برای خود، دستمزدهای کلان می گیرند. اگر این دستمزدها تعدیل شود، دولت ارزان می شود. به دو دلیل مهم این امر اتفاق می افتد: اول اینکه هزینه دستمزدهای نجومی، که معادل بودجه کل کشور در هرسال است، از سربار هزینه ها کم می شود، لذا هزینه خدمات دولت به نصف کاهش می یابد. از طرف دیگر باعث منفک شدن بسیاری از: مدیران از بدنه دولت می شود. واقعیت این است اغلب افرادی که: وارد بدنه دولت می شوند، به قصد درآمد های نجومی است، تا خود و خانواده خود را، برای همیشه بیمه  نمایند! هرچه رده سازمانی این مدیران بالاتر است، انتظار دریافت های نجومی برایشان بیشتر است. ولی وقتی ببیند که حقوق نجومی در کار نیست، به سراغ کار دیگری می روند، و بیش از 50درصد بدنه دولت سبک می شود! لذا بازهم هزینه ها کاهش یافته و: هزینه خدمات دولتی تا 25درصد فعلی، نزول می کند. البته توهین به همه مدیران و دولتمردان نباشد، منظور ما 50درصد طماع است، نه 50درصدی  که می مانند، تا خدمت کنند و انتظار: حقوق های نجومی ندارند. در زمان شهید رجایی دولت انقلابی، بیشتر حقوق خود را از محل خدمت قبلی می گرفتند. برای صرف نهار هم فقط از نان و ماست استفاده می کردند. حتی بهزاد نبوی ریاکار! چایی را هم خودش از خانه می آورد، و با دست خودش دم می کرد و می گفت: به کارگر نباید دستور بدهیم و یا ظلم کنیم! طبیعی بود که در این دوران، پول فراوان بود و ارزاق هم ارزان بودند. همه برای رضای خدا کار می کردند، و کسی حقوق نجومی نداشت. ولی موقعی که مهندس موسوی نخست وزیر شد، همه را به مسخره گرفت و گفت: بهترین غذاها را برای هیات دولت بیاورند، بطوری که هزینه غذای یک نفر دولت او، معادل هزینه عذای کل هیات دولت شهید رجایی می شد. طبیعتا پولها صرف وزرا و وکلا و استانداران شد، و بودجه ای باقی نماند! به همین دلیل وقتی امام خمینی فرمود که: دولت به جنگ کمک کند، ایشان استعفا داد. عاقبت محسن رضایی راهم معتقد کرد که: بودجه قرمز شده وزیر صفر است، و باید صلح را بپذیرند! در دوران هاشمی دست دولتی ها، نه تنها برای حقوق ومزایا باز شد، بلکه بیت المال هم در اختیار انان گذاشته شد! و مانند رضا شاه، هرجا ملک مرغوبی بود به تملک ریاست جمهوری در آمد. کاخ ها که قرار بود موزه شود، در اختیار هاشمی قرار گرفت. کاخ مرمر کارهای اداری و کاخ نیاوران امور تفریحاتی انجام می شد. کیش و سفرهای خارجی و هرگونه هزینه دیگر قابل قبول شد! بودجه دولت به بهانه سازندگی، به پاداش و دستمزد اختصاص یافت. همین امر باعث هجوم جویندگان طلا به دولت گردید. معترضان هم ضد هاشمی معرفی می شدند! لذا این جریان اگر قطع نشود، دولت همچنان گران خواهد بود.
